Windows Firewall (Vista) vs PC Tools Firewall Plus?

I want to know which one is better:

Windows Firewall with Outbound security and Vista Firewall Control

OR

PC Tools Firewall Plus with Stealth Mode and Stateful Packet Inspection

Which one would you recommend?
The one with the best explanation will be a best answer.

No contest, PC Tools. There are three excellent, free, firewalls, PC Tools is one of them. The other two are Comodo and OnlineArmor (OA is very easy to use). The Windows firewall is so poor that, along with ZoneAlarm free, it no longer gets tested at Matousec:
