Why is PC Tools Firewall Plus stopping my Applications from running?

I have just installed the free version and when the Firewall is running I am unable to launch any applications. I cannot see any obvious settings that need changing. I have disabled Windows Firewall.

PC Tools Firewall Plus is a piece of crap, uninstall it. If you really need an outbound firewall use instead firewall – http://www.personalfirewall.comodo.com/
